Absence of C’ttee Chair stalls MTEF report presentation in Reps

Absence of the chairman, House of Representatives committee on Finance, Rep Babangida Ibrahim (APC, Katsina) forced the House to susupend consideration on the 2019–2021 Medium Term Expenditure Framework (MTEF).
The report which was finally listed on the order paper for presentation and subsequent consideration had to be stepped down following the absence of Rep Babangida who chairs the Finance committee and lead chairman of the joint panel.
The House had on November 6, 2018 refered the document to the joint Committees on Finance, Appropriations, and Aids, Loans and Debt Management for legislative inputs.
MTEF, a constitutional requirement for budget presentation and passage by the legislature was sent to the National Assembly since September, 2018 by the executive arm.
But the document which is by constitutional provision expected to be passed as a guide to budget preparation and presentation 3 months prior has continue to stall even as the budget has passed second reading in the House.
