Benin Republic, Togo, Niger owe Nigeria $11.57m for electricity generation, says NERC

The Nigerian Electricity Regulatory Commission (NERC) says Togo, Niger, and Benin Republic owe Nigeria $11.57 million for electricity supplied by electricity generation companies (GenCos) under bilateral arrangements in the third quarter (Q3) of 2025.
In its Q3 2025 report, the commission said although an invoice of $18.69 million was issued by the market operator (MO), only $7.12 million was paid by the international customers.
The regulator listed the international offtakers as Compagnie Énergie Électrique du Togo, Société Béninoise d’Énergie Électrique of the Republic of Benin, and Société Nigérienne d’Électricité of the Republic of Niger.
“The three (3) international bilateral customers being supplied by GenCos in the NESI made a payment of $7.12 million against the cumulative invoice of $18.69 million issued by the MO for services rendered in 2025/Q3, translating to a remittance performance of 38.09%,” the report reads.
Furthermore, NERC said the domestic bilateral customers remitted N3.19 billion against the invoice of N3.64 billion issued to them by the MO for services rendered in Q3 2025.
According to the commission, this translates to a 87.61 percent remittance performance.
“It is noteworthy that ome bilateral customers also made payments for outstanding MO invoices from previous quarters, as follows: the MO received $7.84 million from the international bilateral customers and N1,299.66 million from the domestic bilateral customers,” NERC said.
Te commission added that Ajaokuta Steel Co. Ltd and its host community, termed the special customer, did not make any payment towards the N1.03 billion invoice issued by Nigerian Bulk Electricity Trading (NBET) Plc and N100 million by MO, in the reviewed quarter.
NERC said this continues a longstanding trend of non-payment by the customer, “and the commission has communicated the need for intervention on this issue to the relevant federal government authorities”.
