The Nigeria Integrity Watch has said the performance of the 10th Senate should be measured by the impact of its laws and oversight activities, rather than the number of bills passed.
The group made the assertion in a statement signed by its representative, Dr John Samuel Nangi, on Saturday.
It said the Senate, under the President of the Senate, Godswill Akpabio, had recorded legislative activities across several sectors since its inauguration in June 2023.
According to the organisation, the National Assembly’s legislative tracker showed that the Senate had passed 106 bills as of April 23, 2026.
It, however, cautioned against using the figure alone to assess the performance of the Senate.
The group identified electoral reform, fiscal policy, security, education, infrastructure and institutional oversight among the major areas covered by the 10th Senate.
On electoral reform, Nigeria Integrity Watch cited the amendment of the Electoral Act as one of the major legislative actions of the current National Assembly.
The amended law was signed by President Bola Tinubu in February 2026 after its passage by the National Assembly.
The organisation said the amendment introduced changes to the legal framework governing the conduct and management of elections.
On public finance, it said the National Assembly had contributed to efforts to restore the January-to-December budget cycle.
It cited the 2024 Appropriation Act as part of the process.
The group also pointed to tax reform legislation signed into law in 2025, saying the measures sought to alter aspects of tax administration and revenue generation.
It said legislative activities had also extended to electricity, the digital economy and data governance.
In education, the organisation identified the student loan framework as one of the areas addressed by the current National Assembly.
It also listed legislation on the national minimum wage among the Senate’s notable interventions.
On security, the group said the Senate had considered legislation and conducted oversight on the country’s security architecture and institutional capacity.
It also noted that the ongoing constitutional review had placed issues such as state police, fiscal relations among the tiers of government and local government administration on the legislative agenda.
According to the organisation, the issues are central to wider debates about the structure and functioning of Nigeria’s federal system.
The screening and confirmation of executive nominees were also cited as part of the Senate’s constitutional responsibilities.
Nigeria Integrity Watch said the proceedings provided opportunities for nominees to answer questions on their qualifications and proposed responsibilities.
The organisation further said the Senate had exercised oversight over government borrowing and other credit facilities as part of its constitutional responsibility to scrutinise public finances.
It added that infrastructure projects and government interventions had also come under legislative oversight.
However, the group stressed that passing laws did not automatically translate into improved living conditions for Nigerians.
It said the effectiveness of legislation would depend on implementation, funding, administrative capacity and institutional enforcement.
The organisation therefore called for the 10th Senate to be assessed by the measurable impact of its laws and oversight activities.
It said such an assessment should consider whether the legislation had translated into improved governance and better welfare for Nigerians.
The group said the Senate’s record would provide important material for assessing its contribution to Nigeria’s democratic and developmental process ahead of the 2027 general elections.
