In a major milestone for public service administration, the FCT Civil Service Commission has successfully cleared all inherited promotion backlogs, setting the stage for a fully streamlined, on-time career progression framework starting in 2027.
The breakthrough comes as over 10,700 civil servants across the Federal Capital Territory Administration (FCTA) commenced the 2026 promotion examination, an exercise scheduled to run through next week across designated centers in Abuja.
Monitoring the opening day of the exercise, on Monday, Chairman of the FCT Civil Service Commission, Engr. Emeka Ezeh, revealed that the Commission—which became operational in 2024—prioritized wiping out all historical promotion delays to align with President Bola Tinubu’s Renewed Hope agenda and directives from FCT Minister, Nyesom Wike.
“In 2026, the Commission has cleared all the backlogs of all the outstanding promotions, so that by 2027, we’ll be conducting only the 2027 promotion exercise.
“About 10,700 of them are going to have the exam that started today… and we believe that at the end of the exercise, those who are successful will be promoted,” Ezeh declared.
Ezeh attributed the smooth, glitch-free start of the current exercise to operational reforms drawn from previous examination cycles.
To eliminate delays, technical disruptions, and overcrowding, the Commission implemented early start times, independent generator power to bypass grid instabilities, and a streamlined first-come, first-served card issuance protocol.
He emphasized, however, that promotion within the FCT public service remains strictly merit-based and governed by public service rules.
Beyond attaining the minimum cut-off mark, candidates must satisfy mandatory post-tenure requirements—three years for Officers on Levels 7 to 14, and four years for Directorate cadres, be free of disciplinary issues, and compete within available vacancy quotas.
“If there are three vacancies and 10 qualified candidates who pass, only the top three highest scores will be promoted in ranking order,” Ezeh explained, reiterating that passing the exam alone does not automatically guarantee advancement if available openings are filled.
The Joint Union Action Congress (JUAC), FCT/FCDA, also lauded the Commission’s administrative improvements. JUAC Secretary, Comrade Abdullahi Umar Saleh, noted significant upgrades in logistics, venue management, ventilation, and lighting compared to past exercises.
Saleh further disclosed that discussions remain ongoing with the FCT Minister regarding requests from teachers seeking special vacancy waivers due to the essential nature of their service, with Minister Wike directing parties to maintain status quo pending final deliberations.
Supported by enhanced security deployments managed by Director of FCTA Security Services, Mr. Adamu Gwary, participants including Temitope Kayode and Adama Zakari of the Abuja Infrastructure Investment Centre expressed satisfaction with the orderly conduct of the ongoing assessment.
