Three civil society organisations have commended Kaduna State Governor, Senator Uba Sani, over the commencement of a massive promotion exercise targeting 24,000 eligible personnel of the Kaduna State Universal Basic Education Board (SUBEB), in a move addressing six consecutive years of outstanding promotions spanning 2021 to 2026.
The organisations, namely Education For Advancement Assembly (ED4AA), represented by Nasiru Abdu, PhD; Education For All League(EFAL), led by its Chairperson, Habiba Abdulkadir; and Kaduna Good Governance Advocates(KGGA), represented by Engineer Victor Magaji Zonkwa — described the development as a major intervention in teachers’ welfare, career progression and the administration’s efforts to strengthen basic education.
At a joint Press Conference in Kaduna on Tuesday, the three groups said the scale of the exercise, involving 24,000 eligible personnel across six promotion years, represents a significant opportunity to resolve accumulated career advancement challenges affecting Kaduna’s basic education workforce.
They observed that the figures alone underscore the magnitude of the administrative task: 24,000 personnel, six promotion cycles and a 2021–2026 backlog now undergoing assessment.
According to the CSOs, addressing six years of outstanding promotions in one comprehensive exercise offers thousands of teachers and other eligible education workers renewed prospects of professional advancement, recognition and improved staff morale.
They noted that the intervention is particularly important because promotion is not merely an administrative formality but a critical component of public service welfare, professional recognition and workforce motivation.
The CSOs also urged the SUBEB board to ensure that all 24,000 eligible personnel receive fair, transparent and objective consideration in accordance with established promotion requirements.
They stressed that the commencement of the exercise should be followed by timely implementation of promotions for candidates who successfully satisfy the assessment and eligibility criteria, in tune with Governor Uba Sani’s new approach to educational sector overhaul.
The three organisations further argued that the potential impact extends beyond the 24,000 personnel directly covered by the exercise. A more motivated teaching workforce, they said, can contribute to improved classroom commitment, stronger institutional performance and better learning outcomes for pupils across Kaduna State.
They described the initiative as an investment in the human capital behind basic education, pointing out that teachers remain central to the development of future professionals, skilled workers and responsible citizens.
The groups urged the state government to sustain the momentum by ensuring that successful candidates are not subjected to further avoidable delays after the assessment process.
They also called for continued attention to teachers’ welfare, professional development and working conditions, insisting that sustainable education reform must combine infrastructure and learning resources with the motivation and career advancement of the workforce.
The CSOs concluded that the 24,000-personnel promotion exercise, covering six years from 2021 to 2026, marks an important step towards addressing accumulated promotion arrears, rewarding dedicated service and strengthening confidence in Kaduna State’s basic education system.
They said the successful conclusion of the exercise would give thousands of eligible education workers a tangible reason to renew their commitment to teaching and the future of Kaduna’s children.
