The Chairman, Academic Staff Union of Universities (ASUU), Abubakar Tafawa Balewa University (ATBU) Bauchi Branch, Dr. Lawal Abubakar has disclosed that ASUU ATBU branch have vowed to reject and resist the implementation of IPPIS/GIFMIS
Dr. Abubakar said the Union received with disappointment and dismay, a memo from the University Bursar, depicting a betrayal and mortgage of the entire staff of the University to the Federal Government Integrated Financial Management Information System (GIFMIS)
He observed that the memo is full of contradiction, “We view this move as a mischievous connivance between the Government and the University Administration against the innocent staff of the University”.
The Branch Chairman, who double as national officer of ASUU said that contradiction is that, the memo is saying that result of an enquiry on the delay of February Salary grant showed that ATBU Bauchi is among the selected Universities that will be paid through the newly introduced GIFMIS.
He said, “It is at the same time saying that the University has completed its own part and we are now awaiting approval from the Office of the Project Manager, GIFMIS, through the Office of the Accountant General of the Federation.”
According to him, the later position reveals that the University Administration has secretly and deliberately sold out the staff of the university by way of enrolment in the GIFMIS and that ATBU was never selected as claimed.
Abubakar said that the “unfortunate” development is a mischief against ASUU and the staff because the position of ASUU on the Integrated Payroll and Personnel Information System (IPPIS), and similar systems like the GIFMIS, is well-known to both Government and the University Administration.
Describing the move as calculative, he said, “ASUU at the National level had sat many times with the Consultants, the Project Manager and the Accountant General of the Federation (AGF) on IPPIS and GIFMIS. In all the sittings, ASUU had demonstrated the incompatibility of IPPIS and GIFMIS with the University System and raised many questions which are till date, unanswered by the Office of the AGF.”
He said the move by Government is clearly calculated to extinguish all Unions and Unionism and render all staff of the Nigeria University System slaves, for which ASUU has rejected and intends to resist at all cost.
