The review followed formal representation and appeal by the Association of Hajj and Umrah Operators of Nigeria (AHOUN), and other stakeholders which expressed concerns that the initial ₦250 million bank guarantee, though well-intentioned, could constrain the operational capacity of many licensed operators amid prevailing economic realities. After a careful evaluation of the submissions, NAHCON approved a downward review to ₦100 million, a decision formally conveyed in a letter dated August 3, 2026, signed by Mrs. Hafsatu Baba Tela on behalf of the Chairman/CEO.

By recalibrating the requirement, the Commission has demonstrated that effective regulation is not measured by rigidity but by its ability to protect the public interest while remaining sensitive to legitimate stakeholder concerns.
