Kampala Convention: Tinubu Restores IDPs’ Dignity, States to Domesticate Law – Kalu

The Deputy Speaker of the House of Representatives, Benjamin Okezie Kalu, has commended President Bola Ahmed Tinubu for signing the Kampala Convention Domestication Act into law, describing it as a major step toward restoring the rights and dignity of Internally Displaced Persons (IDPs).
Kalu gave the commendation on Tuesday in Abuja while receiving a delegation from the International Committee of the Red Cross led by Doris El Doueihy, who visited to appreciate Nigeria’s efforts in domesticating the convention.
He noted that the law, which he co-sponsored alongside six other lawmakers, provides a legal framework to protect IDPs and improve their welfare. He also acknowledged the role of the Attorney General of the Federation, Chief Lateef Fagbemi, in the process.
The Deputy Speaker said the Act would be domesticated across states to ensure effective implementation, adding that Nigeria’s move would encourage other African countries to follow suit.
Kalu stressed the need for implementation, urging relevant government agencies to align their budgets with the needs of displaced persons. He said parliament would deploy its oversight powers to ensure the law translates into real impact, particularly in addressing health, security and social challenges in IDP camps.
He further emphasized that beyond protection, efforts must focus on ending displacement and safely returning affected persons to their communities.
Earlier, the ICRC delegation said Nigeria was on the right track, describing the domestication of the Kampala Convention as a milestone that could inspire other nations to act.
