
The National Assembly has passed the proposed State Police Bill, paving the way for the establishment of state-owned police services aimed at improving security, enhancing community policing and decentralising law enforcement across Nigeria.
The bill, which seeks to amend the Constitution, is however not yet law. It must still secure the approval of at least two-thirds of the 36 State Houses of Assembly before it can receive presidential assent and take effect.
Under the proposed legislation, state governments will be empowered to establish and operate their own police services through laws enacted by their respective State Houses of Assembly.
Governors will appoint State Commissioners of Police in line with the procedures provided in the bill, while both the Federal and State Police will operate concurrently.
The bill also preserves the responsibility of the Federal Police for national security matters, including terrorism, border security, organised crime and other federal offences.
To prevent abuse, the legislation provides safeguards prohibiting governors from deploying state police for political, ethnic or religious persecution or for other partisan interests.
States will also be required to meet nationally prescribed operational standards before establishing their police services.
Expected Benefits to the Public
If eventually signed into law, the State Police system is expected to deliver several benefits, including:
Faster emergency response through police officers stationed within local communities.
Better local intelligence gathering, as officers are likely to understand the language, culture and terrain of their states.
Improved security in rural communities, where federal police presence is often limited.
Greater public accountability, with residents able to hold state authorities more directly responsible for policing.
Reduced pressure on the Nigeria Police Force, allowing it to concentrate on terrorism, cybercrime, organised crime and border security.
Enhanced crime prevention through better knowledge of local criminal networks.
Job creation, as states recruit thousands of police officers and support personnel.
Stronger community policing, encouraging cooperation between residents and security agencies to improve intelligence and public trust.
Concerns Remain
Despite widespread support for the initiative, some analysts have expressed concerns that some governors could attempt to misuse state police for political purposes despite the constitutional safeguards contained in the bill.
Others have warned that financially weaker states may struggle to adequately fund, equip and sustain their police services, while ensuring uniform training, professionalism and operational standards across all states could pose significant challenges.
The proposed legislation represents one of Nigeria’s most significant security reforms in decades and is expected to generate intense debate as it moves to the State Houses of Assembly for consideration before becoming law.
