Politics is Romance, Governance is Reality

The thin line between politics and governance is easier to understand through romance. Politics is the art of winning confidence with civility, emotional intelligence, persuasion, relationships and the human touch.

 

While, governance is what happens after the courtship: the discipline to make difficult decisions, enforce standards and face reality regardless of whose ox is gored.In simple terms, politics is seduction; governance is marriage.

 

I learnt this distinction the hard way in school. I once toasted a girl and, in my clumsy attempt at honesty, told her she was dark and plus-size, but that there was nothing wrong with it. She hissed and walked away. I had confused governance with politics. I gave her the truth without tact. In courtship, as in politics, how you communicate matters almost as much as what you communicate.

That is why politics is not necessarily deception. It is the ability to manage people, relationships and perceptions without abandoning principle.

 

Erving Goffman’s dramaturgical theory captures this idea of social life as a form of impression management. Even religious ethics recognises the value of empathy or moderation, the consideration for how our actions affect others.

 

A society in which people consistently think about both the truth and how their actions affect others would arguably be more humane.

 

But politics and governance remain different. Harold Lasswell famously described politics as “who gets what, when, and how”, the world of competition, negotiation, alliances and power.

 

Max Weber’s conception of modern administration points instead to rules, institutions, bureaucracy and rational-legal authority.

 

Politics determines who gets power; governance determines what that power produces.

 

Nigeria demonstrates this distinction every day. Winning an election requires coalition-building, party negotiations, persuasion and navigating ethnic, religious and political interests.

But once in office, the questions become more concrete: Are salaries paid? Are roads built? Is insecurity addressed? Are institutions working? Political success cannot permanently compensate for poor governance.

 

The reverse is also true. A leader cannot simply say, “I don’t do politics; I am focused on governance.” Passing a budget requires legislators. Implementing reforms requires governors, civil servants, unions, traditional institutions and other stakeholders.

 

James March and Johan Olsen’s institutional perspective reminds us that institutions operate through rules, but also through relationships and political realities.

 

This is why effective leadership requires both. Politics creates the space and goodwill to govern; governance gives politics substance and credibility. A leader may need political capital to introduce difficult reforms such as subsidy removal, taxation or civil-service restructuring, even when those decisions are unpopular.

The same principle applies to marriage, friendship and even social media. Being right is not enough. Discretion, empathy, emotional intelligence and the ability to manage disagreement matter.

 

But politics without principle eventually becomes mere performance, while governance without politics becomes difficult to implement.

 

Politics wins the confidence. Governance earns the trust.
