Niger passes bill to cater for disabled

The Niger State House of Assembly has passed into law, a private member bill seeking the establishment of a Commission to cater for the welfare, protection and rehabilitation of people living with disabilities in the state.

This followed the adoption of report of the House Committee on Public Petitions, Ethics and Privileges that was mandated to carry out further legislative work on the Bill.

While presenting the report, Chairman of the Committee, Muhammad Nazeer Abdullahi said the Commission shall consist of an executive Chairman and members to be appointed by the Governor and confirmed by the State Assembly.

After clause by clause consideration of the report at the Committee of the whole, the House unanimously passed the bill which would come into effect from the 4th of November, 2014.

In his remarks, the Speaker, Barrister Adamu Usman who also sponsored the private member bill commended the entire lawmakers for doing justice to the bill.

He said the law is to promote the welfare and ensure equal enjoyment of all human rights and fundamental freedom by all persons living disability.

Barrister Usman expressed optimism that, when the Commission is fully operational, most of the problems associated with discrimination against the target group would be minimized.

He then directed the Clerk to produce five clean copies of the law to the Governor for his assent.
