Global Governance Initiative (GGI): A strategic necessity

There is no gainsaying that the world is at a strategic crossroad in global governance warranting the need for true materialism, fairness, justice inclusivity, pragmatic results, equity and just system that treats all equally to be entrenched. The strangulation of nations by few powerful ones, relying on their strength, status and influence to monopolize global-decision-making and dominate international affairs, affirms the ln-equality of sovereign states in current global governance.

Inspired by the need to have a world that will be more balanced and fairer for humanity irrespective of economic or political standing in international arena, a system that will guarantee that all nations of the world play an equal role in determining the direction of world affairs, Chinese President, XI Jinping rising at the 25th Meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO) clearly stated the dangers of sovereign inequality when he proposed the Global Governance Initiative (GGI), saying ‘’Staying committed to sovereign equality’’ is the foremost premise of global governance.

Xi noted that “The essence of sovereign equality is that all countries, regardless of size, strength or wealth, shall have their sovereignty and dignity respected, their domestic affairs free from external interference, right to independently choose their social system and development path, right to participate in, make decisions in and bents from the global governance process as equals.

‘’Yet today, unilateralism and protectionism remain rampant, while hegemonism and power politics surge against the tide of history. A few countries, relying on sheer strength, monopolize global-decision-making and dominate international affairs. Against such realities, the GGI’s emphasis on sovereign equality speaks directly to the inequalities embedded in the current global order’’.

It builds on China’s efforts to champion a more just and balanced global governance system.

GGI as a strategic imperative

In a time, foreign interest has become a quiet threat to national Sovereignty and some nations sorely focused on aggressively pursuing their own interests against all odds, the need to address this ugly development became necessary.

Dominant global power from the west, however, operates from a position of brute force, resulting from unfavorable international law on sovereignty. This made it possible for a superpower to push for regime change and remove a president of a sovereign nation, and secure access to the world’s largest oil reserves. It went on to force them to break alliance with some nations they don’t consider friends. This is a clear demonstration of the fallouts of foreign interests that often serve the strategic needs of the powerful at the expense of the domestic interests of smaller nations.

However, GGI’s quest to create an equitable system is not merely a matter of fairness or social responsibility, but a strategic necessity for sustainable development, effective governance, and global success. Equity ensures that people have fair access to opportunities, resources, rights, and decision-making processes, while recognizing that different groups may require different forms of support to achieve meaningful outcomes.

Why GGI Is Gaining Global Recognition

Given the fact that GGI addressed the concerns raised by Global South nations, especially foreign interference without due regard to sovereignty and international law which limits a nation’s ability to control its economy and politics, it believes the initiative is capable of ensuring security, equal power dynamics and halting of prioritization of one nation’s interests over another’s well-being.

Developing nations that were more vulnerable to foreign interference, are now expressing a rare of hope that they can mitigate this by adopting GGI which has provided the opportunity of diversifying their economic activities, strengthening and expanding their bilateral relationship based on mutual interest and benefits. This best explains why GGI is being embraced by nations of the world. GGI at one year of founding, has received support and positive responses from about 160 countries and international organizations, with more than 60 countries joining the Group of Friends of Global Governance.

GGI demonstrable outcomes to Global South

The GGI within its one year of existence, is not only delivering attractive headlines, but tangible and practical outcomes. The establishment of the International Organization for Mediation and the launch of the World Artificial Intelligence Cooperation Organization were part of the GGI achievements. The upcoming Xiong’an Global Governance Forum is likely to address foreign interests challenge on national sovereignty amid globalization, economic interdependence, and technological progress.

Based on the fact that GGI as propounded by President Xi, seeks to empower developing nations, maintaining that every country has the right to determine its own political future, it shows that it seeks to promoting global equality and freedom of all peoples.

Xi’s thought on GGI also advances the global equality agenda by affirming the accountability of developed nations and urging them to provide technology and public goods to countries in need.

In this era of changing political climate, geo-political shift, economic uncertainties and turbulent international landscape, China has remained firmly committed to safeguarding world peace, advancing common development, and building a community with a shared future for humanity. The GGI is practically promoting mutually beneficial partnership, and enhancing mutual understanding and affinity,

Beijing has continued to promote the negotiation and signing of the agreements on economic partnership for shared development and further expand access for African products exported to China by upgrading the “green channel” and other measures including the zero-tariff treatment. This signifies a new phase in China’s efforts to expand high-standard opening up, which has opened new opportunities for Africa’s development and to jointly pursue the dream of modernization with China.

Speaking at the High-Level Segment of the 61st Session of the United Nations Human Rights Council: themed “Implementing the Global Governance Initiative And Reforming and Improving Global Human Rights Governance” held on February 23, 2026, Chinese Foreign Minister, Wang Yi who stressed the need to hold high the banner of multilateralism and press ahead together said that China stands ready to work with all countries to implement the GGI and boost global human rights governance and the sound development of the global human rights cause.

Wang stated that all countries must be equal in participation, decision-making and benefit-sharing, stating that the calls and aspirations of the Global South nations must be heard. In fairness to China, it has actually responded to the most urgent and immediate concerns of the people especially from Global South nations.

China ultimately displayed its global goodwill by inculcating developmental interest of international community in its 15th Five-Year Plan which maps out China’s economic and social development for the next five years and provides immense opportunities for the world.

To ensure more good for greater number for everything under heaven, China advocated for establishing the World Artificial Intelligence Cooperation Organization (WAICO) to continue contributing steadily to the global AI governance and to ensure AI is not solo performance by a single country, but a symphony of international cooperation. As this resonates with the concerns of Global South, it addressed the wish and aspirations of developing world and international community towards AI Governance Justice.

President Xi had gone further to practically meet the developmental needs of the Global South by pledging to help them with capacity building to bridge the AI and digital divides, promote sustainable development, and prevent creating new historical injustice in AI.

He pledged the provision of 5,000 opportunities in AI training and seminar programs to Global South nations; develop international AI application cooperation centers with the Association of Southeast Asian Nations, the League of Arab States, the African Union, the Community of Latin American and Caribbean States, the Shanghai Cooperation Organization, and BRICS; and enable 30 countries to use the AI-powered meteorological warning system, or MAZU, to safeguard homes around the world.

With this tangible and clear opportunities provided to aid development of Global South, China has shown its willingness for a pragmatic partnership that is open in dealing with developing nations, to take more practical actions, and assume a more visionary perspective.

Condemning interference is not detached from the question of violation of international law which China and the developing world are striving to uphold through GGI under the framework of United Nations. Raising this issue to a new global level is essential for Global South nations. Countries of the Global South should make a strong case for adoption of GGI by all nations of the world and to take developing nations’ interests into account, and consider equitable, just and fair international order that will be beneficial to all.

Constraints and Opportunities

Acknowledging there are challenges of geopolitical, institutional, and structural hurdles in reshaping the international order, there are also prospects for partnership in trade, technology transfer, and AI development which will actively expand global partnerships.

Upon these challenges, prospects for cooperation between China and Global South remain promising. Experts in China, Global South affairs noted that the main factors that could shape the future of implementing GGI is strengthening relations and implementing free trade agreement which will be crucial for deepening economic ties.

However, support for the implementation of GGI to ensure that the nations of the world respect and recognize each other’s sovereignty and take the interests of the Global South into account which is at the receiving end of this anomaly, would not only strengthen the international standing of any participating state, but also enhance its credibility both within its region and beyond, while reinforcing and asserting its positions in bilateral relations with developed countries. It will ensure that powerful states would not be threatening to violate any country’s right to achieve their personal self-aggrandizement on the principle of sovereign equality of states.

Driven by China’s practical and honest desire to create a community of shared future for mankind and an equitable world, countries in the Global South share a wish to challenge the dominance of the developed nations in global governance and economic systems by adopting and staying true to GGI. China’s beneficial practical relations model has made it an attractive partner for nations seeking alternative alliances.

Prospects for Nigeria to stamp its foot in global space

For more than 50 years, China and Nigeria have always respected and supported each other, and have continued to deepen their mutually beneficial cooperation. Nigeria, has shown great desire in cooperation with the BRICS nations especially China. It was one of the first few countries that adopted GGI when it was proposed. Nigeria’s relations with China have been growing by leaps and bounds showing its growing ties with the Beijing. Nigeria’s partnership with China is opening up opportunities for foreign direct investment {FDI} and economic cooperation that have delivered not only infrastructure but also technology transfer and skills development, fueling a shared drive for prosperity.

Nigeria’s rising cooperation is seen as a way to further strengthen economic ties and use the relationships to develop its infrastructure, energy, and industry. As a nation gifted in natural resources, Nigeria needs to diversify its trade partnerships beyond its traditional Western allies. China offers an opportunity to help it develop and advance it’s economic potentials.

The GGI is a strategic necessity at this time of changing political climate and troubling world order. It is a Chinese gift to mankind aimed at creating a stable, equitable global order for sustainable future for all the nations on earth. But the successful implementation of GGI will depend on developing nation’s ability to make itself available and strongly voice its support for its implementation. Developing nations should show its willingness to will a future for themselves now that the world order is threatened and an alternative provided to remedy it.
