Governor Uba Sani has signed into law a bill establishing the Kaduna State College of Post-Basic Nursing Sciences in Rigasa, Igabi Local Government Area, to address the shortage of specialist nurses and improve healthcare delivery.

A statement issued by the Commissioner for Information and Culture, Malam Ahmed Maiyaki, disclosed that the governor signed the bill on Wednesday as part of his administration’s strategic investment in human resource development under its ongoing health sector reforms.

The commissioner explained that the institution is expected to expand advanced nursing education, produce specialists in critical fields, and improve maternal and child healthcare, emergency response, and intensive care services across Kaduna State.

Under the Kaduna State College of Post-Basic Nursing Sciences, Rigasa Law, 2026, the institution will operate as a specialised tertiary training college, with its main campus located in Rigasa.

The law also provides for the establishment of additional campuses, schools, and centres, subject to the necessary regulatory approvals, the statement said.

Maiyaki explained that the college would offer programmes in midwifery, psychiatric and mental health nursing, perioperative nursing, paediatric nursing, accident and emergency nursing, intensive care nursing, public health nursing, and nursing administration.

According to him, Governor Uba Sani’s assent to the bill represents a significant investment in developing the skilled workforce needed to address critical personnel shortages and strengthen clinical expertise.

“Beyond professional training, the college will promote research, continuous professional development, and partnerships with teaching hospitals, universities, specialist facilities, and other accredited institutions,” the commissioner said.

He added that the law establishes a Governing Council to provide strategic direction and institutional oversight, alongside an Academic Board responsible for maintaining high standards in research and professional training.

Maiyaki noted that the college’s programmes would be subject to the accreditation and regulatory requirements of the Nursing and Midwifery Council of Nigeria and other relevant authorities.

He said the legislation complements Governor Uba Sani’s broader reform agenda, which includes upgrading 255 primary healthcare centres, rehabilitating 16 general hospitals, and making sustained investments in workforce recruitment and development.

The commissioner, however, stressed that investments in medical infrastructure must be matched by qualified professionals capable of delivering specialised services, particularly in underserved communities.

He maintained that the College of Post-Basic Nursing Sciences would help build a pool of specialist nurses, strengthen institutional capacity, and contribute to improved health outcomes for generations to come.

The statement reaffirmed Governor Uba Sani’s commitment to developing the institution into a centre of excellence in specialist nursing education, research, and clinical training, in line with his administration’s vision of accessible, high-quality, people-centred healthcare services across Kaduna State.
