The Minister of Works, David Umahi, has warned that contractors who are unwilling to invest in projects while awaiting payments from the Federal Government are not committed to Nigeria’s development.
Umahi issued the warning at the weekend during an inspection of the 43.65-kilometre Mararaba–Keffi and Zuba–Kaduna road projects, vowing to weed out non-performing indigenous and foreign contractors beginning next week.
According to the minister, some contractors who were awarded as many as 25 projects before the administration of President Bola Tinubu assumed office have shown little commitment to execution.
He stressed that any contractor unwilling to commit resources to projects pending government payments does not share in the nation’s development agenda.
“From next week, we are going to weed out contractors who are not committed. Some of them have up to 25 jobs awarded before we came on board. If you are not ready to invest while awaiting Federal Government payments, then you are not part of the progress of this country,” he said.
“We will remove those contractors who only wait for advance payments before working. Some have been benefiting from government contracts for over 30 years.”
Umahi also warned officials of the Ministry of Works that failure to implement directives would attract sanctions.
“I am directing the directors and contractors that whenever I issue directives and return to find them not implemented, I will remove the directors and controllers from the project,” he said.
“When we fail, people wrongly blame the President. We must look inward and correct ourselves. Nation-building is everyone’s responsibility.”
The minister cautioned against the indiscriminate removal of existing asphalt on roads, directing that only four centimetres should be milled and combined with a 10-centimetre stone base stabilised with cement.
“Milling and stabilising it with stone base and cement produces a rock-like structure. I do not want to see the removal of asphalt again. It is wasteful,” he stated.
Umahi further directed that median New Jersey barriers be incorporated on completed sections to improve visibility and reflection from median lights. He also ordered that median drainage channels be properly cast to facilitate water flow and prevent damage to the asphalt pavement.
“Concrete works must be carried out urgently, with potholes excavated and filled with sharp sand, stone base and cement to restore structural integrity. Contractors must cast a 10-centimetre slope toward drainage channels and combine resources to execute shoulder works, including both China Harbour-style New Jersey barriers and the Ministry’s approved design,” he said.
He added that the installation of solar streetlights should commence immediately, while outer and inner shoulders must be completed before work begins on asphalt walkways.
Meanwhile, Umahi described JRB Construction Company, which is handling the Mararaba–Keffi Road project, as one of the best indigenous contractors working for the Federal Government, citing the firm’s quality of work, equipment capacity and commitment to intervention projects.
Also speaking, the Federal Controller of Works in the FCT, Engr. Mohammed Usman, commended the commitment demonstrated in executing the projects. He praised the minister’s proactive leadership and regular supervision, as well as the contractors’ adherence to quality standards and project timelines.
Similarly, the Senior Special Assistant to the President on Community Engagement (North Central Zone), Dr. Abiodun Essiet, lauded President Tinubu’s commitment to improving citizens’ welfare through sustained investments in critical infrastructure, agricultural development and other people-centred initiatives aimed at driving economic growth and enhancing mobility.
In his remarks, the Managing Director of JRB Construction Company, Mr. Jamilu Ogunbola, said the company’s involvement in the Abuja–Keffi Road project reflects the growing capacity of indigenous construction firms to successfully deliver complex infrastructure projects in line with international standards and global best practices.
