Kano Assembly Begins Four-Day Legislative Retreat to Strengthen Good Governance and Institutional Capacity

The Kano State House of Assembly has commenced a four-day strategic retreat for lawmakers and management staff aimed at enhancing legislative capacity, promoting inclusiveness, and strengthening good governance in the state.

The retreat, which began on Thursday in Kaduna, focuses on improving legislative effectiveness through capacity building and institutional development. Participants will deliberate on key topics, including the significance of research in lawmaking, effective management of legislative documents, the Code of Conduct for Public Officers, challenges of developing legacy reports, and strategies for strengthening executive-legislative relations to deliver democratic dividends.

Speaking at the opening ceremony, the Speaker of the Kano State House of Assembly, Rt. Hon. Jibril Ismail Falgore, commended the Governor of Kano State, Engr. Abba Kabir Yusuf, for his continued support for democratic institutions and legislative capacity-building initiatives.

According to the Speaker, the governor’s commitment reflects a recognition of the critical role of a strong legislature in promoting good governance, accountability, and sustainable development.

Falgore also reaffirmed the Assembly’s commitment to transparency, accountability, diligence, and the enactment of people-oriented laws that will advance the development and prosperity of Kano State.

Also speaking, the Deputy Speaker, Rt. Hon. Muhammad Bello Butu-Butu, praised Governor Yusuf for sustaining a cordial working relationship between the executive and legislative arms of government and for supporting continuous capacity development for lawmakers.

He assured residents of Kano State that the Assembly would continue to deliver quality legislation and carry out effective oversight responsibilities in line with the provisions of the Constitution of the Federal Republic of Nigeria.

The retreat featured presentations by Professor Aminu Umar of the Department of Political Science, National Open University of Nigeria (NOUN), Dahiru Idris of Bayero University Kano, and resource persons from SAHL Human Resource. Their papers focused on promoting legislative inclusiveness, strengthening institutional memory, and improving governance through effective legislative practices.

According to the organisers, the retreat is designed to equip members of the Assembly and management staff with the knowledge and tools needed to strengthen institutional memory, improve accountability, facilitate leadership transition, and provide enduring reference materials for future Assemblies.

The capacity-building programme was organised by the Kano State House of Assembly in collaboration with SAHL Human Resource as part of ongoing efforts to improve legislative service delivery and deepen democratic governance.
