With the ruling confirming historical financial doping, the rest of the Premier League has moved rapidly to isolate Manchester City. According to reports, high-level discussions are underway among rival executives to establish a unified strategy
Manchester City has been found guilty of 114 of the 115 financial charges brought against them by the Premier League. The seismic verdict by an independent panel marks the biggest scandal in English football history, prompting rival top-flight clubs to collectively “gang up” and prepare compensation lawsuits totaling up to £800 million.
Following a four-year investigation and a highly secretive 12-week hearing that concluded its deliberations after nearly two years, the independent commission completely demolished Manchester City’s defense. The panel ruled that between 2009 and 2018, the club engaged in a sophisticated scheme of deceptive accounting, inflating sponsorship revenues from companies linked to their Abu Dhabi owners, and making unrecorded “off the books” payments to staff and players to gain an unfair sporting advantage.
Of the 115 allegations levied against the former champions, 114 charges were upheld, leaving only a single count unproven.
Top Premier League executives are putting heads together to claims damages arising from City’s financial manipulation. The basis of the incoming litigation covers clubs that missed out on the Premier League title, domestic cups, or lucrative qualification spots for the UEFA Champions League. And loss of sponsorship bonuses, TV broadcasting payouts, and performance incentives directly caused by City’s rule-breaking dominance.
The legal roadmap for this group action relies on the precedent set by an independent commission ordering Everton to pay £35.1 million to Burnley for a single Profitability and Sustainability Rules (PSR) breach. Given the scale of City’s 114 breaches, experts suggest the joint damages claim could easily exceed £800 million.
Manchester City’s potential sanctions:
The potential sanctions currently under review against Manchester City include: Expulsion from the Premier League: The most drastic option available under Rule W51 of the Premier League handbook. City could be completely stripped of their top-flight status and forced to apply for entry into lower divisions like the EFL Championship or League One.
Massive Points Deductions: The commission could impose a points deduction. Unlike the single-digit deductions handed to Everton or Nottingham Forest for single breaches, a multi-charge breach of this scale could result in a points penalty severe enough to mandate automatic relegation.
Stripping of Historical Titles: The panel has the power to void or remove past league honors. This puts the three Premier League titles City won during the main breach window (2012, 2014, and 2018) under threat of being stripped or retroactively re-awarded.
Transfer Bans & Squad Restrictions: The club could face temporary suspensions on registering new players or caps on their squad wage bills. The Citizens could face five years transfer ban as well
Financial Sanctions: The commission can levy unprecedented, multi-million-pound financial penalties against the club’s ownership.
Forced Compensation to Rivals: Under league rules, the commission can order City to pay direct financial compensation to rival top-flight clubs who suffered “loss of chance” regarding title wins, European prize money, or relegation survival during those nine seasons
The decision has thrown the future of the club into complete disarray. Former manager Pep Guardiola has already departed the club, and European giants like Real Madrid are reportedly on high alert to swoop for Erling Haaland and other Etihad superstars looking to escape the fallout.
Manchester City has refused to confirm or deny the leaks regarding the verdict, issuing a statement maintaining that the “Premier League process remains ongoing… and subject to strict confidentiality”. A source close to the club confirmed that City will immediately launch an appeal the moment the verdict is formally publicized. Because the Premier League’s rules do not have a “time-barred” statute of limitations like the UEFA case that City successfully overturned in 2020, the club faces a much steeper uphill battle. Legal experts warn that between the formal appeal process and the wave of impending club lawsuits, this civil war will drag on for another two years

Manchester City have maintained innocence following the wave of the 114 ruling against the club regarding financial breaches.

But the strict confidentiality of the legal process and our determination to respect it means I cannot do that at the moment. Even this letter underwent several legal checks to make sure it complies.
“While some people have been very quick to reach their own conclusions, and there is so much noise swirling around us, nothing has changed. We have faced challenges together before and have prevailed.
There remain many who want to undermine the momentum of our club. We will not give them that opportunity
“We have some exciting moments to look forward to after this international break. We will travel to Anfield in a fortnight, and then host Paris St Germain in the Champions League back at Etihad Stadium – all moments that give us an opportunity to celebrate the strength of the Manchester City family again”.
