The Biafran Republic Government in Exile (BRGIE) has announced the departure of its Washington-based lobbyist, Elias Gerasoulis, from Moran Global Strategies, while renewing its legal relationship with Arman Dabiri to sustain advocacy efforts in the United States.

The pro-Biafra group disclosed this development in a statement issued to journalists on Monday, noting that Gerasoulis had played a key role in its push for Biafra’s independence and its campaign against what it describes as the persecution of Christians in Nigeria.

According to the statement, the Simon Ekpa-backed liberation movement, led by Acting Prime Minister Nkere Ogechukwu, confirmed that advocacy work in Washington would continue under new arrangements

“On January 1, 2026, Elias Gerasoulis, the primary Washington, DC–based lobbyist for the Biafra Republic Government in Exile (BRGIE), departed Moran Global Strategies (MGS), where he served as partner and vice president, to establish his own international services firm, Washington & Madison, LLC.

“Washington & Madison maintains strong professional relationships and strategic affiliations with Moran Global Strategies, as well as several leading Washington, DC–based lobbying firms.

“Mr. Gerasoulis has served as BRGIE’s principal representative in Washington and is widely regarded as a leading foreign policy strategist and one of the foremost lobbyists representing African clients in the United States. His experience includes advising and representing several high-profile clients across the African continent.

“In connection with this transition, the Active Prime Minister of the BRGIE, His Excellency Ogechukwu Nkere, who has served as the de facto leader of the BRGIE since the detention of Simon Ekpa Njoku in Finland in November 2024, has formally retained Washington & Madison, LLC on behalf of the BRGIE. The engagement between the BRGIE and Moran Global Strategies formally concluded on December 31, 2025.

“Since assuming representation of the BRGIE in June 2024, Mr. Gerasoulis has successfully facilitated engagement with senior officials at the highest levels of the U.S. government and secured critical support from the U.S. and international stakeholders in a relatively short period of time. These efforts have coincided with heightened U.S. government attention to the persecution of Christians in Nigeria and increased policy-level engagement on Biafra, developments that international media have widely attributed, in part, to BRGIE’s advocacy efforts in Washington

“According to Mr. Gerasoulis, ‘It is an honour to continue representing the BRGIE in Washington, DC, through my new government relations and international services firm. In a short period of time, we have succeeded in elevating Nigeria’s persecution of Christian and Biafran communities to the global stage. As the international community increasingly recognizes new African states, such as Somaliland, we look forward to working closely with the U.S. government and the BRGIE to advance the establishment of an independent, pro-U.S. Biafran administration—one that serves both U.S. strategic interests and the aspirations of the Biafran people.”

“Additionally, Active Prime Minister Nkere has executed a renewed legal services agreement with Arman Dabiri and The Law Office of Arman Dabiri & Associates, PLLC, which will continue to serve as BRGIE’s international legal counsel in Washington, DC. The firm has represented the BRGIE in this capacity since November 2024. Washington & Madison, LLC maintains a formal strategic alliance and close working relationship with The Law Office of Arman Dabiri & Associates, PLLC.

“Mr. Dabiri previously served as long-standing legal counsel to Libyan leader Muammar al-Gaddafi and acted as lead U.S. counsel for the Government of Libya in connection with the $2.7 billion Lockerbie settlement, a landmark resolution that contributed to the removal of U.N. and U.S. economic sanctions and the restoration of diplomatic relations between Libya and the United States. Sovereign clients of the firm, past and present, have included the governments of Libya, Sudan, Armenia, Kazakhstan, and others.

“The BRGIE also extends its sincere appreciation to Moran Global Strategies and its founder, former Congressman Jim Moran, for their professionalism, service, and support,” the statement read

The announcement comes amid renewed international attention on Nigeria, following comments by the U.S. President Donald Trump, on the possibility of additional military intervention, should the alleged genocide against Christians persist.

The United States has designated Nigeria as a “country of concern” and carried out a Christmas Day strike in Northwest Nigeria targeting Islamic terrorists.
