FG seeks Nigerians’ input on 2027 finance bill, sets Sept 11 deadline

The Federal Government has invited Nigerians and other stakeholders to submit proposals ahead of the drafting of the Finance Bill 2027.

The Federal Ministry of Finance, in a notice posted on its official X handle on Friday, called on members of the public, businesses, investors, professional bodies, civil society organisations, academia, public institutions and other stakeholders to contribute to the proposed legislation.

The ministry said the exercise was aimed at generating practical and evidence-based reforms to strengthen Nigeria’s fiscal framework, improve the business and investment environment and support sustainable economic growth.

The notice, titled, “Call for Inputs into the Finance Bill 2027: Shaping Better Fiscal Laws for a More Productive and Competitive Nigeria,” identified five broad areas for submissions.

They are taxation and revenue administration; fiscal policy and management; fiscal responsibility, transparency and accountability; financial and economic regulation; and other related matters.

On taxation, the ministry said stakeholders could make proposals covering tax policy, revenue mobilisation, compliance, taxpayer services, tax certainty, incentives, customs and excise, and coordination among revenue agencies.

It also invited recommendations on revenue and expenditure management, budgeting, public financial management, fiscal sustainability, public debt and intergovernmental fiscal relations.

Other areas include budget discipline, financial reporting, disclosure, monitoring, accountability and institutional oversight.

The ministry further welcomed proposals relating to capital markets, investment and cross-border capital flows, anti-money laundering, financial reporting and other regulations with significant fiscal or economic implications.

It urged contributors to identify gaps, ambiguities, inconsistencies and implementation challenges in existing laws and regulations.

The government also encouraged proposals aimed at reducing unnecessary regulatory and administrative burdens, improving the ease of doing business and investment, increasing productivity and economic efficiency, and harmonising conflicting or overlapping provisions.

According to the ministry, stakeholders should also identify measures to reduce leakages, abuse and regulatory arbitrage while strengthening institutional coordination, transparency and accountability.

It stressed that proposed reforms should improve revenue mobilisation and fiscal sustainability “without unnecessarily constraining economic activity.”

The ministry encouraged contributors, where possible, to identify the specific law and provision requiring amendment and provide proposed drafting language, noting that general recommendations would be less useful for legislative drafting.

It said submissions should be made via email to financebill2027@fmf.gov.ng on or before Friday, September 11, 2026.

Stakeholders may also use the proposal template provided in the notice or complete an online submission form through the QR code included in the notice.

The template requires contributors to provide details of the individual or organisation, contact person, email and telephone number, sector or industry, and state or location.

Contributors are expected to outline the issue, relevant law and existing provision, proposed amendment or draft provision, as well as the justification and expected impact of the proposal.

The ministry said the government valued stakeholders’ contributions and encouraged the submission of “clear, practical and implementable proposals” capable of improving Nigeria’s fiscal and economic outcomes.
