FUDMA Holds International Conference on Strategic Roadmap For Strengthening Hisba

The Department of Islamic Studies, Federal University Dutsin-Ma has held its maiden International Conference in collaboration with the Katsina State Hisbah Board, to identify strategic roadmap for the strengthening of Hisbah institution towards the promotion of morality in the society.

The theme of the Conference is: “Strenthening Hisbah Institutions in Contemporary Society: Synergy between Faith, Scholarship and Social Responsibility: Amr bil-Ma’ruf wa Nahy’anil-Munkar in Theory and Practice”.

Declaring the Conference open, the Vice Chancellor, Prof Mohammed Khalid Othman, said that the maiden conference was to contribute to “addressing societal difficult questions”.

“Across many societies today, rapid technological change, economic uncertainty, violent extremism, substance abuse, family disintegration, cybercrime, misinformation and declining ethical values continue to strain the resilience of institutions.

“These realities require thoughtful responses grounded in sound knowledge rather than emotion, prejudice or rhetoric.

“This calls for dialogue among religion, academia, government and communities. This is precisely where conferences such as this are relevant”, the Vice Chancellor said.

He acknowledged the collaboration between Katsina State Hisbah Board and the university,  saying “partnerships of this nature demonstrate what is possible when academic institutions and public agencies work together with mutual respect and clearly defined objectives. Such collaboration also creates opportunities for research.”

Prof. Othman said his administration will render absolute support to the Department to actualize its proposed collaboration with the University of Madinah in Saudi Arabia.

“We should remember that knowledge attains its highest value only when it serves humanity. The measure of scholarship lies not simply in what is written or presented, but in its capacity to promote justice, strengthen institutions, inspire responsible leadership and contribute to peaceful and prosperous society.

“Distinguished participants, this reflects our conviction that universities should not merely diagnose problems, but help society design workable solutions”, he said.

Earlier in his speech, the Head, Department of Islamic Studies, Prof. Jabir Musa Sulaiman, said the conference was principally to identify strategic roadmap for strengthening Hisbah institution towards the promotion of morality in the society.

He disclosed that the Department is planning to partner University of Madinah in staff and students exchange, and knowkedge sharing among others.

In a keynote address, Prof. Ibrahim Muhammad from the Department of Islamic Studies and Shari’ah, Bayero University, Kano, said Hisbah occupies a central place in the Islamic system of governance as a mechanism for promoting public morality, social justice, accountability, and the welfare of society.

He said that historically, the office of the muḥtasib was established to safeguard both religious and public interests by ensuring fairness in commercial transactions, protecting public rights, preventing social harm, and encouraging ethical conduct.

Prof. Muhammad said the Hisbah in Katsina State has the potential to serve as a catalyst for moral renewal, social harmony and sustainable development.

He however said for it to fulfil this role effectively, it must evolve beyond a narrow perception of moral enforcement and embrace a more comprehensive and people-centred approach to community service.

Prof. Muhammad recommended the strengthening of the Hisba “legal and institutional framework, investing in the professional development of its personnel, promoting preventive education, supporting family stability, empowering young people, embracing technological innovation, and fostering collaboration with government agencies, traditional institutions, educational establishments, and civil society organization”.

According to him, such reforms are fully consistent with the Qur’anic vision of promoting justice, compassion and the common good.

In his paper, Prof. Muhammad Yahya Mujahid, from the Faculty of Education, Ahmadu Bello University, Zaria, said the concept of ‘Amr bil Ma’ruf wan Nahyi anil Munkar’ in Islam, which is the promotion of good virtues and prohibitions of evils and abominations, is to promote and safeguard the religion from pollution and checkmate all forms of deviations that would distort religious faith and moral values.

“These realities also demand that the institution undergo continuous reform so that it remains effective, professionally managed, and responsive to emerging societal challenges while remaining firmly rooted in Islamic principles.”

In the second paper presented by the Commander, Kano State Hisbah Board, Sheikh Aminu Ibrahim Daurawa, the cleric said strengthening Hisbah has strong support in the Qur’an, which describes the Muslim community as one entrusted with promoting virtue and preventing wrongdoing.

Sheikh Daurawa quoted Qur’an 3:110 where Almighty Allah says: “Let there arise from among you a group inviting to all that is good, enjoining what is right and forbidding what is wrong, and it is they who are successful” (Qur’an 3:104). Likewise, He states: “You are the best nation produced for mankind. You enjoin what is right and forbid what is wrong and believe in Allah.”

According to Sheikh Daurawa, for the Hisbah institution to succeed,  it must be backed and established by law and its personnel paid reasonable salary to serve as a shield to collecting bribe.

He also said Hisba personnel must undergo training and retraining in Islamic knowledge and other necessary skills with certified results from institution of higher learning.

The opening ceremony featured a book launch by Hajiya Hauwa’u Umar Radda in honour of late Prof. Musa Ahmad Karkarku of Umaru Musa Yaradua University, Katsina, who was also a Sabbatical staff to the Islamic Studies department of FUDMA.
