
An Estate Surveyor and Valuer ESV. Ramata Bolanle Adeyemi disclosed that one of the primary purpose of land administration in Nigeria is to make land accessible to all Nigerians .
ESV. Adeyemi made this known to newsmen yesterday n Abuja .
According to her,
Land Administration in Nigeria is primarily governed by the Land Use Act of 1978, which vests all land in each state in the State Governor, who holds it in trust for the public.
“This system involves the government issuing Certificates of Occupancy for rights to use land, with transfers requiring a deed of assignment.”
She said that the key administrative bodies includes state Land Use Allocation Committees and Local Government Land Allocation and Advisory Committees.
She mentioned some important aspects of land administration such as Ownership and Control, since 1978, the Land Use Act has been the cornerstone, with Governors holding State land in trust for the benefit of all citizens.
“ Issuance of Rights: The government grants rights of occupancy, which are typically for a term, such as 99 years, and are renewable.
Land Transfer: The transfer of these rights is executed through a deed of assignment, which represents the assignment of the remaining years of the Right of Occupancy”.
She said another one is compulsory acquisition,the government can compulsorily acquire land for overriding public interest, which includes purposes like public works, mining, and other development projects.
Purpose of the Land Use Act in Nigeria
She stated that the land use act was enacted with several objectives, including:
Discouraging speculative land purchases, Simplifying and streamlining land management,
Making land available for government development projects and
Improving tenure security for individuals and communities.
She said this are major institutions and stakeholders in land administration includes , State Governors: Hold ultimate authority over land in their respective states and are responsible for granting rights and revoking them.
State Land Use Allocation Committee (LUAC): A body established by the Governor to assist in land administration decisions within the state.
Local Governments: Authorized to have their own Land Allocation and Advisory Committees to manage land within their jurisdiction.
Others are Federal ,State Ministry of Lands and Housing: Government ministries are key institutions responsible for land administration and management and
Customary Institutions: Play a significant role in land matters, particularly in areas where customary law still applies.
