The Chairman of the House of Representatives Committee on Finance, Rep. James Faleke (APC-Lagos), has urged civil servants to uphold integrity, professionalism and due process in the discharge of their duties, saying they remain critical to Nigeria’s development.
Faleke made the call on the sidelines of the launch of a book titled “The Nigerian Legislature: A Practical Guide for Lawmakers,” authored by the retiring Clerk of the House Committee on Finance, Mr. Oscar Okoro, as part of activities marking his 60th birthday and retirement from service.
The lawmaker described Okoro as a dedicated, committed and hardworking public servant whose career should serve as a model for younger generations.
According to him, civil servants are the technocrats who provide the institutional backbone for governance and national development.
“The civil service builds the country. They are the technocrats and the people politicians rely on. If civil servants insist on doing things the right way and following due process, Nigeria will be better for it,” Faleke said.
He added that commitment to national development requires belief in the country and a desire to see it succeed.
Commending Okoro’s work ethic, Faleke said the retiring clerk was more focused on achieving results than personal gain.
“He is a very hardworking man.
 He is not money-conscious; he simply wants things done properly. Whenever I pushed him hard, he worked even harder. I believe he will do very well in retirement,” he said.
Also speaking, the Deputy Chairman of the Committee, Rep. Abubakar Saidu (APC-Niger), said his relationship with Okoro had evolved beyond official engagements into a family bond.
He described him as a consummate professional whose dedication, patience and commitment to duty should inspire younger public servants.
“He is very dedicated, patient, professional, excellent and exemplary when it comes to his job,” Saidu said.
Similarly, the House Spokesman, Rep. Akin Rotimi (APC-Ekiti), described Okoro as a model public servant who rendered meritorious service to the National Assembly and the nation.
Rotimi urged serving public officials to emulate Okoro’s integrity and diligence.
“This is the kind of person people in service should model their careers after. Integrity and diligence were his watchwords,” he said.
He noted that although institutional mechanisms exist for mentorship and leadership succession, Okoro’s wealth of experience and expertise would be greatly missed.

In his response, Okoro attributed his success in life and service to God, stressing that hard work, patience, humility and respect are essential ingredients for success.
“Life is a difficult and delicate journey. You must know your onions, be hardworking, patient, humble and respectful. Without these qualities, you are bound to fail anywhere,” he said.
Okoro disclosed that he would return to legal practice and consultancy while dedicating more time to mentoring younger generations and serving God.
Earlier, the book reviewer, Prof. Kabir Danladi of the Department of Public Law, Ahmadu Bello University (ABU), Zaria, described the publication as a reflection of the author’s dedication and 27 years of service to the nation.
He said the book offers a practical and institutional guide to Nigeria’s legislature, particularly the National Assembly, covering its constitutional foundations, internal structure, legislative procedures, oversight functions and relationship with other arms of government.
According to Danladi, the 335-page book is divided into nine chapters and provides both historical and practical insights into legislative practice in Nigeria.
He recommended the publication to lawmakers, public officials, political actors and Nigerians seeking a deeper understanding of legislative processes and governance.
