For decades, the story of Nigeria’s Federal Capital Territory (FCT) was one of two starkly contrasting realities. On one side stood the glittering, hyper-developed city center, defined by modern architecture, smooth multi-lane expressways, and functional streetlights. On the other side lay the long-neglected satellite towns and rural communities—hinterlands where basic infrastructure felt like a distant luxury, and residents lived largely isolated from the seat of power.
However, as the administration of President Bola Ahmed Tinubu marks its third anniversary, a sweeping policy shift is fundamentally rewriting this narrative. Led by the Minister of the FCT, Barrister Ezenwo Nyesom Wike, the administration is executing a deliberate, multi-sectoral strategy designed to decentralize development, curb rural-urban migration, and give the territory’s grassroots populations a tangible taste of governance.
To showcase this transformation, the FCT Administration has announced a massive 20-day project commissioning marathon. This initiative will not only unveil landmark institutional projects in the heart of Abuja but will heavily feature critical infrastructural rollouts in rural outposts that have never before seen government interventions.
Unlocking the satellite towns
The administration’s developmental focus shifts decisively away from elite enclaves and toward communities where infrastructure directly translates to survival and economic mobility.
“Can you state how many governments have been able to impact on the satellite towns like the current administration? This is the first time they can really know that there’s a government in FCT, not just within the city, but going to the satellite towns,” FCT Minister succinctly stated.
Interestingly, this push toward inclusive growth is anchored by extensive infrastructure upgrades that directly impact daily life in the periphery:
Road networks
Roads are the economic arteries of rural communities. The upcoming commissioning cycle features major projects intended to link the hinterlands directly to regional economic hubs:
Kwali Area Council: The nearly completed 13-kilometer Gomani-to-Yangoji rural road stands as a major victory, continuing the momentum of the previously completed A2-to-Pai road corridor. It connects agrarian communities seamlessly to the central highways.
Kubwa axis: Severe gridlocks and poorly maintained bypasses are being addressed through the completion of the major Gbazango and Arab roads.
Zuba outskirts: Road interventions are expanding aggressively to open up isolated communities along this critical transit axis.
Access to clean water
A major highlight of the 3rd-anniversary rollouts includes the completion of vital regional water assets. For the first time in years, the satellite town water schemes in Karu and Bwari are receiving critical modern upgrades to ensure thousands of rural families gain sustainable access to safe, treated drinking water.
Economic relocation and the Wasa transformation
One of the clearest blueprints for inclusive development is the Wasa informal sector site, a massive hub designed for the relocation of the congested Apo Mechanic Village. Instead of discarding informal economic workers, the administration has built a fully functional commercial ecosystem in Wasa.
Access roads and streetlights are fully operational.
Dedicated water networks, a localized police station, and staff quarters are under active construction to guarantee safety and stability for incoming traders.
High-impact projects slated for the 20-Day marathon
While the rural areas form the emotional and strategic heart of the Renewed Hope Agenda’s FCT strategy, major institutional and metropolitan upgrades have similarly reached the finish line. Therefore, the upcoming 20-Day project commissioning marathon highlights a diverse array of high-impact projects spanning institutional, metropolitan, and rural sectors, all reaching completion in May 2026.
In the judicial sector, the Abuja Division of the Court of Appeal in Dakibiyu, Jabi District, stands at 98% completion, featuring fully furnished courtrooms, operational cooling systems, and final painting touches. Additionally, the Judges’ Quarters in the Katampe District are now 100% completed and fully furnished, providing premium residential accommodations for justices of the FCT High Court, Federal High Court, and Court of Appeal, while foundations have been set for the Industrial Court and Code of Conduct Tribunal residences.
In terms of metropolitan connectivity and urban infrastructure, the Collector Road CN2 in Katampe has been successfully completed and is fully functional with active streetlights.
Significant progress has also been made on the Outer Southern Expressway (OSEX Stage 2), a major high-speed corridor connecting Apo to the Wasa District. The OSEX project is virtually finished, with its bridges completed, streetlights currently being installed, and the final wearing course of asphalt being laid.
Finally, the administration’s focus on rural development is anchored by critical utility expansions. The satellite town water schemes in Karu and Bwari are entering their final testing phases. These vital clean water infrastructure projects are being finalized just in time to be unveiled during the upcoming June commissioning cycle, bringing treated drinking water to thousands of long-neglected rural residents.
A comprehensive, multi-sectoral mandate
Responding to questions regarding the significant attention paid to institutional structures like the judiciary, Wike maintained that the administration’s approach remains aggressively balanced.
According to him,beyond building modern working environments and safe residential quarters for judges to ensure an independent legal system, the strategy balances human capital with structural development.
He noted that substantial funding has been redirected toward the foundational layers of society. The FCT Education Secretariat is currently overseeing a massive overhaul and renovation of primary and secondary schools across the rural area councils, ensuring that the physical environment where rural children learn matches the standards seen in the urban center.
Shifting political and social dynamics
For the people of the FCT, the visible transformation is rapidly shifting long-standing public perceptions. By focusing on good governance rather than identity politics, the administration has managed to spark genuine grassroots acceptance—a trend underscored by unprecedented shifts in recent localized political outcomes.
As President Tinubu steps forward to commission these projects, the message from the nation’s capital is unambiguous- true development is not measured by the elegance of the city centre alone, but by how effectively a government extends opportunity, safety, and dignity to its most vulnerable and remote populations.
