The United Kingdom Department for International Development (DFID), has commended Yobe state governor, Alh. Ibrahim Gaidam for his political will, commitment and achievements towards reforms in governance.
The commendation was made recently by the deputy National Programme Manager, State Partnership for Accountability, Responsiveness and Capability (SPARC) Programme, Mrs. Hadiza Elayo on the occasion of formal signing of a Memorandum of Understanding (MoU) on ‘Partnership towards Governance Reform’ between the Yobe state government and the State Partnership for Accountability, Responsiveness and Capability (SPARC) of the DFID, at the Abuja Governors Lodge.
She particularly expressed delight that though the Agreed Intervention Approach (AIA), which was introduced by SPARC to first ensure the obtaining of necessary political commitment to reform by any involved state government before establishing the priority intervention areas for governance reform, was not signed earlier, the state government proceeded to implement the agreement, thus showing the political will and commitment of the governor and his government to initiate and embrace reform.
She pointed that Yobe was the first state in Nigeria to comply with budget preparation, in line with the federal government’s International Public Sector Accounting Standard (IPSAS) and has complied with other reform programmes that includes; the submission of the 2013 accountant-General’s report to the State Auditor-General within 4 weeks and that the Audited Accounts are expected to be completed soon and published by June 30, 2014.
“Despite the security challenges, Yobe State remains one of the very few states truly committed to reform,” she stated.
After signing the agreement, Gaidam pointed out that his administration, in inception in 2007, conceived and convened a Summit, the Yobe state Socio Economic Summit of 2008, to kick-start an enduring economic transformation of the state.
The MOU was signed by Governor Ibrahim Gaidam, on behalf of the Yobe State government, while Mrs. Hadiza Elayo signed on behalf of UK DFID.
