Kaduna State has emerged as Nigeria’s most transparent subnational government, achieving a historic 100 percent score in the 2024 Quarter 4 assessment of the States Fiscal Transparency League conducted by BudgIT, the country’s leading civic technology organization focused on promoting accountability and open governance.
This national ranking represents a milestone in Kaduna’s ongoing governance reforms under the leadership of Governor Senator Uba Sani. The BudgIT assessment, which builds on the World Bank’s State Fiscal Transparency, Accountability, and Sustainability (SFTAS) program, evaluates the capacity of Nigerian states to manage and disclose public finances transparently.
Kaduna’s perfect score places it at the very top of the fiscal transparency index, ahead of all other states. The state was assessed across several key indicators, including the timely preparation and public release of the Medium-Term Expenditure Framework, an approved budget, quarterly budget implementation reports, audited financial statements, the Accountant General’s report, and the operation of a fully functional e-procurement portal. It also maintained comprehensive and publicly accessible fiscal data repositories.
BudgIT’s report affirmed Kaduna State’s consistent adherence to best practices in financial reporting, data accuracy, document completeness, and timely publication. These efforts reflect a strong internal control environment, a deep institutional culture of accountability, and the political will to ensure unrestricted public access to fiscal information.
The achievement is widely seen as a result of Governor Uba Sani’s reform-driven leadership, which has prioritized transparency and effective resource management. It also reflects the strategic oversight of the Commissioner of Planning and Budget, Mukhtar Ahmed, and the technical commitment of the Commission’s staff and partnering agencies. The support of development partners and civil society organizations has also been instrumental in entrenching fiscal openness in the state.
