Crude Cash Probe: Reps demand full disclosure from CBN, Customs, NPA, NACCIMA over pre-shipment deals

The House of Representatives Ad-hoc Committee investigating Pre-Shipment Inspection of Exports and the Non-Remittance of Crude Oil Proceeds has directed key government agencies to submit comprehensive documents detailing their roles in the export process.
Chairman of the Committee, Hon. Seyi Sowunmi, issued the directive at a resumed investigative hearing on Wednesday, following what the panel described as incomplete and outdated submissions by the agencies.
The affected institutions Nigeria Customs Service (NCS), Nigerian Ports Authority (NPA), Central Bank of Nigeria (CBN), and Nigerian Association of Chambers of Commerce, Industry, Mines, and Agriculture (NACCIMA) have been asked to provide detailed records to aid the ongoing probe.
Agencies Outline Roles in Export Chain Representing the Comptroller-General of Customs, Bashir Adeniyi, Deputy Comptroller-General Caroline Diagwan explained that the NCS operates strictly within the provisions of its establishment Act and other extant laws.
She noted that for exports, particularly food items, Customs processes the Nigeria Export Proceed (NXP) form alongside certificates of inspection and export permits. The Service ensures that documents align with the goods physically presented at export terminals before clearance.
